In order to achieve Qualified Local Government (QLG) status, the City of Savannah must adopt an updated Comprehensive Plan which meets the standards set by Georgia Department of Community Affairs (DCA). The proposed Plan before meets this requirement. In addition, the document has been crafted to incorporate widespread public input and feedback.

QLG status is required to access a variety of state programs, grants, and loans which can leverage local investment. These include Continuum of Care, Community Development Block Grant (CDBG), OneGeorgia Programs, Georgia Environmental Finance Authority, Redevelopment Fund, and Georgia Department of Natural Resources programs. 

As part of the review process, the draft document must be submitted to the Coastal Regional Commission (CRC) and DCA for their review and comment. The proposed resolution authorizes MPC Staff to transmit the draft document to these entities for consideration.

The MPC Staff recommends that City Council approve the resolution allowing the transmittal of the draft  2040-2045 Comprehensive Plan Update to the Coastal Regional Commission (CRC) and the Georgia Department of Community Affairs (DCA).
