Authorize the City Manager to Execute Contract for Water Reclamation and Conveyance Programmable Logic with Control Instruments Inc. in an amount not to exceed 2,890,805.54.
The Water Reclamation Department, in coordination with Planning and Engineering and the Office of the Chief of Water Resources, is requesting to approve the professional services of Control Instruments Inc. to perform a SCADA upgrade through the integration and upgrade of four regional facilities and the conveyance system to the VT Scada Platform. The purpose of this enhancement is to promote systemwide consistency, improve operational visibility, reduce incidents of sanitary sewer overflows (SSOs), and support data-driven decision-making across the entire wastewater/conveyance network. Integrating the lift stations into the SCADA system will allow for real-time data acquisition and control, significantly enhancing the management of flows entering the treatment system. This expanded visibility will enable earlier detection of system issues such as pump failures or SSOs, leading to improved compliance with state regulations, more effective flow distribution, and improved operational performance throughout the system.
To ensure consistency in system architecture, software configuration, and long-term maintainability, Water Reclamation Department advertised and solicited competitive bids for the integration services associated with this project scope. Following the procurement process, Control Instruments Inc. was the sole bidder received and was subsequently selected to perform the work. Utilizing Control Instruments Inc. for this effort will maintain continuity with the ongoing President Street Plant SCADA upgrades, leverage existing system knowledge and technical familiarity, and help mitigate potential risks associated with system compatibility or integration inconsistencies between facilities. This approach will support a more streamlined implementation process and help minimize operational disruptions during integration and startup activities.
As part of this effort, the SCADA systems at the four regional wastewater treatment facilities will also be upgraded and brought into alignment with the technology platform used at the President Street Plant, VTSCADA. This alignment will support seamless communication among facilities, standardized data reporting, and centralized operational oversight; each of which contributes to greater system reliability and performance.
Expanding the SCADA network provides broader benefits for the utility’s operations. A networked approach enhances continuity and redundancy, enabling faster response times during emergency events and supporting improved preventive maintenance planning. It also reduces the risk of isolated system failures by increasing overall system awareness. This integration will lead to greater operational efficiency and long-term cost savings. With enhanced visibility into system operations, the departments can allocate resources more effectively, reduce the need for manual operations, and proactively identify and address inefficiencies across the network.
