Authorize the City Manager to execute Contract Modification No. 1 for Water, Sewer, Stormwater Infrastructure Repair with Southern Champion Construction in an Amount not to Exceed $5,000,000.00.

This contract modification provides funding for additional labor and materials required to support the ongoing operations of the City’s Water Resources Service Center and its operations departments. The Service Center is responsible for operating and maintaining approximately 2,500 miles of Water, Sewer, and Stormwater mains and other critical water-related infrastructure including 216 sewer lift stations, five water reclamation facilities, the I&D Water Treatment Plant, the Abercorn Creek Raw Water Intake, and 47 groundwater drinking water wells. 
 
These contracted services supplement City crews with specialized equipment and resources, enabling timely repairs and support during periods of heavy workload and emergencies. These services are used across multiple Water Resources Departments for repair of primarily water, sewer, and stormwater lines, manholes, catch basins, and connected structures. This modification is also necessary to prepare for, and be responsive to, the potential impacts of the upcoming peak of hurricane season. It will allow the City to proactively perform infrastructure maintenance and improvements to reduce the risk of damage from severe weather events, and ensure that on-call emergency response services are available to quickly address storm-related issues and flooding incidents as well as to minimize potential disruptions to utility services.

The original contract with Southern Champion Construction was approved by City Council on October 23, 2025, in the amount of $8,833,000.00. The total amount of this contract to date, including this modification, is $13,833,000.00.
