Description

This contract is for C. E. Garbutt Construction Company to perform Construction Manager at Risk (CMAR) preconstruction services for the Springfield Terrace School Rehabilitation project in the amount of $13,970.

The CMAR preconstruction services will be completed within the project’s design phase and will include assisting the City and its design team with cost estimating, value engineering, and constructability review. The CMAR will submit a Guaranteed Maximum Price (GMP) for construction services that will need to be taken to City Council for approval. Upon approval of the GMP by City Council, the CMAR will proceed with the rehabilitation of the Springfield Terrace School.

The Springfield Terrace School Rehabilitation Project will renovate and restore the existing historic building. The rehabilitation will provide for flexible spaces accommodating a community gallery, meeting room for community and City activities, local history museum exhibits, art/culture incubator space, and flexible City office space to support site management and temporary department housing, as needed. A separate building will also be constructed on the site for restroom facilities.

The request was competitively solicited, three proposals were received, and reviewed for the following qualifications:  Experience, Methodology, References, DBE Participation, and Fees.  Proposals were evaluated and scored accordingly by a committee consisting of City Staff.  The qualifications and project experience were scored based on the proposers' Statement of Qualifications, including their necessary expertise to perform the work; their overall reputation, service capabilities, and quality of work; information on the proposed project staff; ability to identify and work with subcontractors; and project work samples similar in scope, scale, and complexity. The CMAR approach was scored based on how the firm explained their ability to effectively deliver this scope of services to the City. References were scored based on the proposer providing a minimum of three letters of reference from projects within the last five years of similar size and magnitude. DBE was scored based on the participation plan submitted by the proposer for preconstruction services (when the CMAR submits the GMP for construction services, they will be required to meet the City’s 20% DBE and 10% Local DBE goals). Total fees were scored and added to the proposers' technical scores to determine the highest scoring proposer.  Out of a total of 100 points, the point breakdown was as follows:

- Qualifications and Project Experience: 50 points available

- CMAR Approach: 20 points available

- References: 5 points available

- DBE/LDBE Participation Plan: 10 points available

- Fees: 15 points available

Vendors submitting proposals were:

C.E. Garbutt Construction (Pooler, GA) (D) - $316,585

Dabbs-Williams Construction (Savannah, GA) (B) - $504,450

Rhowe Design ( Savannah, GA) (C) - $514,830

C.E. Garbutt Construction was the highest-scoring proposer.
