Authorize the City Manager to Execute Purchase of Dell IT Equipment for SCADA Modernization with Dell Technologies in ​the amount of $99,724.69.

​​In support of the ongoing SCADA modernization efforts at the Industrial & Domestic (I&D) Water Plant Department, approval is requested for the purchase of Dell IT equipment necessary to support the VTScada platform and associated SCADA infrastructure. The SCADA upgrade is progressing alongside major capital projects, with VTScada included in GMP 1 under the Construction Manager at Risk (CMAR) delivery model through Garney/C2i and design services provided by Black & Veatch. This effort forms part of the City’s broader GPS strategic initiatives under Goal 4 and aligns with Water Resources’ long-term SCADA modernization and infrastructure resiliency strategy. The Dell equipment will provide the server and workstation infrastructure required to support secure operations, real-time monitoring, data acquisition, and long-term system reliability. Standardizing this infrastructure supports consistency with the broader SCADA modernization program, improves maintainability, and reduces risks associated with system compatibility and future expansion. This investment will enhance operational visibility, strengthen system reliability, support regulatory compliance, and improve data-driven decision-making across I&D operations. No unintended operational impacts are anticipated, and this purchase represents the recommended approach to maintain compatibility and continuity with the approved SCADA upgrade currently underway. 
 
This procurement will be made using Georgia State Contract No. 99999-SPD0000161-0004. State contract purchasing is authorized as an appropriate procurement method in Division 10 Section 4-4152 of the City of Savannah’s purchasing ordinance.
