Description

This is for an annual contract with PAS Consulting Group (PASCG) in an amount not to exceed $66,300. This will provide promotional testing and assessment services for the ranks of Fire Engineer and Fire Captain.  The purpose of this contract is to ensure SFD’s members have a fair and measurable promotional process that evaluates job-related competencies, including interpersonal skills, oral and written communication, planning and evaluating, and reasoning and problem-solving abilities while providing feedback geared towards employee development. Assessment centers require extensive experience to develop, considerable logistical planning to set up, and numerous personnel to administer. Highly trained assessors are needed to observe and evaluate candidates' performance in the promotional exercises.

 

The method used for procurement was the request for proposals (RFP), which evaluates criteria in addition to the cost. The proposals were evaluated based on the proposer’s qualifications and experience, including support capabilities, technical capabilities, fees, references, and Savannah First. The proposal was advertised, opened, and reviewed. Delivery: As needed: Terms: Net 30 days.

 

The proposers were:
B.P.          PAS Consulting Group (1697 Foxhall Drive, Dunwoody, GA)(C)                        $66,300.
                 Morris and McDaniel, Inc. (117-South Saint Asaph St., Alexandria, VA ) (D)      $71,000.
