Description

This is for Governance and Advisory Services from McLean & Company in the amount not to exceed $58,394. The City of Savannah Human Resources Department will use this for service, for research and advisory, providing Human Resources governance and core process analysis in building a strategic data-driven plan. It will be a pivotal partner for the Human Resources Department. This contract encompasses an on-site performance management workshop, HR technology software contract review, employee life cycle survey platforms, staff development, best practices guidance, and networking opportunities for municipal government HR professionals, serving as a cornerstone for solving key strategic and tactical enterprise-wide HR initiatives.

This contract also provides an all-Inclusive Membership With McLean & Company to include an Annual Workshop dedicated to Advancing the City of Savannah’s Global HR initiatives, Access to Employee Life Cycle Survey Platform, Strategic Planning Surveys, HR Technology Software Contract Review, Library of Learning Management System Training Courses, Access to 100+ Best-Practice Project Blueprints and Customizable Tools and Templates, Quarterly peer to peer roundtables, HR Development Courses for Staff, and Unlimited Advisory Support Calls. The primary goal of the process in 2025 is to facilitate a weeklong onsite session to help the City of Savannah craft a performance management philosophy statement and framework that clearly outlines the organization’s approach to Performance Management in alignment with the GPS strategic plan. The annual cost, which is included in HR's FY’25 budget, reflects the City's commitment to investing in the continuous improvement of our HR services.  This is a 3-year contract, and the costs are as follows:

     Year 1: $58,393.65 (06/06/25 – 07/31/26)

     Year 2: $61,313.33 (07/31/26 – 07/31/27)

     Year 3: $64,379.00 (07/31/27 – 07/31/28)

These services are being procured through a cooperative purchasing agreement (GSA GS-35F-298GA). Cooperative purchasing is authorized as an appropriate procurement method in Division 10, Section 4-4152 of the City of Savannah’s purchasing ordinance. The contract was competitively bid by GSA and expires on March 16, 2027.
