Recommend approval to procure construction services to complete renovations for the Savannah Police Department Forensics Garage from Red Cloud Services in the amount of $242,158.69. These services will be used by the Office of Capital Projects Management to renovate the former USDA building located within the Savannah Police Department complex on Edwin Street.  The renovations include a laboratory, two garage bays with pneumatic lifts, wall and roof sheathing, a single slope Thermoplastic Polyolefin (TPO) roof over tapered foam insulation, and an ADA compliant restroom.

This is a sole source because it is the City’s intention to move quickly to expedite this process in order to have fully functioning forensics garage as soon as possible.  As a result, the State of Georgia’s job order contractor will be used to perform this project to meet time constraints and City ordinance requirements.  The State of Georgia’s job order contract is considered a convenience contract that is available to all State, City, and County public entities.  The purpose of this contract is to provide multi-traded general construction services to accomplish small to medium sized projects for repair, alteration, modernization, rehabilitation, and minor new construction to infrastructure, buildings, structures, or other real property. 

The recommended proposer was deemed compliant with the established DBE provisions, and has proposed 18% DBE participation with 10% LDBE participation. Specific subcontractors have not yet been identified
