This is for an annual contract for Program Management Assistance to Atlas Technical Consultants, LLC (LOCAL) in an amount not to exceed $3,500,000. The Transportation Services Department will use the contract to provide program management assistance, pre-construction services, and construction management services for the multimodal capital improvements for transportation improvement projects funded by the Special Purpose Local Option Sales Tax (SPLOST), potential future SPLOST and Transportation Special Purpose Location Option Sales Tax (TSPLOST), hotel-motel tax, and federal and state grants over the life of this contract.

This is a five (5) year (Work Authorization I) with an additional five (5) one-year renewal options. The City shall have the option of renewing the contract (Work Authorizations II, III, IV, and V) on an annual basis if performance by the consultant is satisfactory the contract may be renewed.

The method used for this procurement was the request for proposals (RFP), which evaluates criteria in addition to cost. The proposals were evaluated on the basis of experience/performance, staffing, approach, availability, financial stability, fees, and DBE participation goals.

Two (2) proposals were received in response to this RFP. All proposals were reviewed and fully evaluated by a selection committee of City staff.
