These services will be used to complete an investigation of existing conditions, develop a detailed rehabilitation plan and designs, aid in confirmation of the contractor’s pricing, perform construction administration and complete project closeout.

Description

This contract is for design services for the Springfield Terrace School (Pearl Lee Smith School) Rehabilitation Project with Ethos Preservation in the amount of $252,326. These services will be used to complete an investigation of existing conditions, develop a detailed rehabilitation plan and designs, aid in confirmation of the contractor’s pricing, perform construction administration, and complete project closeout. The rehabilitation plan and designs will provide for flexible spaces accommodating a community gallery, meeting room for community and City activities, local history museum exhibits, art/culture incubator space for local residencies, and flexible City office space to support site management and temporary department housing, as needed.


Built-in 1926 at 707 Hastings Street, the one-story, wood-frame Springfield Terrace School reflects Craftsman and Colonial Revival architectural styles and retains a high degree of integrity, including its original floorplan, plaster walls, wood details, and historic finishes. Listed on the National Register of Historic Places in 2022, the school is historically significant as a purpose-built educational facility for African American children. Ethos Preservation’s extensive experience in historic preservation and architectural design aligns with the City’s commitment to preserving Savannah’s historic heritage.
 


The method used for this procurement was the Request for Proposals (RFP), which evaluates criteria in addition to the cost. The proposals were evaluated on the basis of the proposer’s qualifications and experience, including support capabilities, design team, fee proposal, references, and DBE. The proposal was advertised, opened, and reviewed.
