16. Authorize the City Manager to Execute a Contract for Engineering Services with Hazen & Sawyer in the Amount of $671,400. This Contract is for Engineering Services for Phase 1 Design for the Georgetown Water Reclamation Facility Expansion.

Description

This is a contract for engineering services with Hazen & Sawyer in the Amount of $671,400. Currently, the Georgetown Plant is nearing capacity and with the growth occurring now as well as projected growth in the service area, an increase in plant capacity is needed. Ultimately, the plant will need to expand from 2.45MGD (currently) to 3.8-4 MGD. This increase is expected to be done in phases with Phase 1 being at least a 0.5 MGD increase which will allow for the plant to meet the current projected demand until 2027.

 

This proposal is for Phase 1 engineering work to study existing conditions, conduct field investigations, and design development for Phase 1 of the Georgetown Water Reclamation Expansion. This proposal will also include the contractor procurement in order to facilitate this project as a CMAR. (Construction Manager at Risk).

 

The method used for this procurement was the request for proposals (RFP), which evaluates criteria. The proposals were evaluated based on the proposer’s approach, schedule, in person interview, and DBE participation.

 

Four(4) proposals were received in response to this RFP. All proposals were reviewed and two (2) were shortlisted and advanced to the interview portion of the selection.

 

The proposal was advertised, opened, and reviewed. Delivery: As needed. Terms: Net 30 days. The shortlisted proposers were:
