| Description This is a notification of an emergency purchase for Generator and Switchgear from WW Williams in an amount not to exceed $313,918.00.
An emergency purchase for a generator and switchgear at Wilshire Treatment Plant was approved by the City Manager at Water Reclamation's request. The existing Wilshire Treatment Plant generator has been in continuous service since the early 1990s. During a routine weekly exercise, the generator initially started but immediately shut down due to a leak detected in the radiator. As a result, the generator was deemed inoperable. The contracted vendor was promptly notified and provided a temporary portable generator to maintain operations.
During the connection of the portable generator, not all power sources were fully disconnected, which resulted in an arc flash incident. This event caused significant damage to the electrical components within the switchgear, rendering the system unusable. Due to the age of the generator, the extent of the damage, and the critical nature of the facility, staff are requesting approval to procure a new permanent generator and replacement switchgear.
The proposed purchase will be turnkey, including equipment, installation, testing, and commissioning, and will be performed by W.W. Williams, the City’s contracted provider for generator maintenance for all the treatment facilities. This procurement is necessary to restore reliable emergency power and ensure uninterrupted operation of the Wilshire Treatment Plant. E.P. W.W.
