56. Authorize City Manager to Execute a Development Agreement with the Declarant and Homeowners Association of The Reserve at Savannah Harbor on Hutchinson Island.

Description

The Reserve at Savannah Harbor on Hutchinson Island (the “Reserve”) commenced development in 2004, but later experienced development challenges and subsequent foreclosure. It has been mostly dormant for more than a decade. In October, 2024, Savannah Harbor Owner, LLC (“Owner”) acquired the Reserve and plans to revitalize and complete development of the community. Owner has requested the opportunity to enhance and beautify City parks and City right-of-way within the community with new and additional landscape and hardscape improvements. Owner plans to invest approximately $250,000 to enhance and beautify these public spaces and will dedicate the improvements to the City upon completion. The City will reimburse Owner up to $100,000 for these improvements from the Tree Fund. After completion, Owner and the existing Reserve homeowners association will pay to maintain these park and landscape areas and the City will pay for irrigation and electricity. This partnership will enhance City public spaces and reduce associated City operating costs for maintenance.
