Title
25. Authorize the City Manager to Execute a Contract for Cameras, Emergency Phones, and Emergency Call Towers with Netplanner in an Amount Not to Exceed $232,596. Purchased with SCAD Serves Grant funds.(SPD)
Strategic Priority
GOAL 1: Increase Public Safety and Our Collective Sense of Security
Description

This contract is for the procurement of cameras, emergency phones, and emergency call towers from Netplanner, in the amount not to exceed $232,596. The Savannah Police Department and City of Savannah will use the granted funds to integrate and expand the technological footprint. This will thoughtfully and responsibly improve operational effectiveness and build stronger relationships with the community members, students and visitors we serve. The technology listed below is an essential component of our crime-fighting strategies. This proposal is to acquire 50 additional cameras ($155,595.50), for (50) additional intersections to be installed with pole-mounted cameras from NetPlanner in areas of the City that currently lack surveillance coverage. These 180° cameras will be strategically placed at intersections selected by SPD to assist in investigations, enhance real-time situational awareness, and support proactive policing efforts.

This purchase includes mounting equipment and Ocularis video management licensing. Materials required to power these devices are funded separately through another section of the grant.  Wall-Mounted Emergency Phones – $43,999.92 In addition to the cameras, (12) wall-mounted emergency phones will be installed at community centers, parks, and other public spaces throughout the City. These units will provide individuals in need with a direct connection to 911, improving accessibility to emergency assistance and enhancing safety in high-traffic community areas. Emergency Call Towers – ($33,000.00); SPD also proposes to install (3) emergency call towers with cellular connectivity in green spaces and remote walking paths identified by the department. Each tower will connect directly to 911 and serve as a reliable lifeline for residents and visitors in areas without immediate access to emergency services. The construction of the necessary electrical service for these towers is not included in this purchase. The total cost for these three components is $232,596, which will be fully funded through the SCAD Serves Grant. This initiative represents an important step in expanding SPD’s technology-driven approach to public safety and strengthening the City’s capacity to respond effectively to emergencies.

Per Section 2-4154 of the City’s Purchasing Ordinance, the City is authorized to procure goods or services using the state contract #99999-SPD-SPD0000172-012, expiring 04/30/2026. Delivery: As requested. Terms: Net 30 days. The vendor is:
