​Authorize the City Manager to procure a Lenco Bearcat Armored Rescue Vehicle from Lenco Bearcat in the Amount of $401,531. 
 
The Savannah Police Dept has been awarded grant funding through GEMA FY 25- Homeland Security Grant Program to purchase an Armored Lenco Bearcat. This investment will establish new tactical response capabilities for SPD through the acquisition and deployment of this mission-critical asset: a. Lenco BearCat Armored Rescue Vehicle provides NIJ Level IV+ ballistic protection for personnel during high-risk operations. Transports up to 10 fully equipped SWAT operators. Equipped with a roof hatch, gun ports, public address system, and battering ram for dynamic entries. Enables tactical insertion/extraction, officer rescue, and casualty evacuation under fire. This vehicle will drastically improve the SPD SWAT Team's mobility, safety, intelligence gathering, and ability to resolve incidents peacefully and effectively. Success of this acquisition will be measured by the number of high-risk deployments, a reduction in officer injuries or fatalities during tactical operations, improved de-escalation outcomes, and positive operational feedback. This acquisition directly supports National priorities of protecting first responders and law enforcement, enhancing state and local preparedness, reducing use-of-force risks, and leverages modern technology to achieve safer and effective results. Delivery: As needed.
