26. Authorize the City Manager to Surplus and Donate 180 feet of Riverfront Bulkhead and a Shelter Easement to Chatham Area Transit to Expand Water Taxi Services, which is the City's Agreed Portion of the Transit Grant.

Description

The Chatham Area Transit (CAT) operates the Savannah Belles Ferry, providing fare-free service between the Savannah International Trade and Convention Center on Hutchinson Island, Savannah’s City Hall, and the Waving Girl landing at the eastern end of River Street. To serve more passengers and enhance its ability to provide safe, reliable, and efficient ferry service, CAT has proposed two major upgrades to the Savannah Belles Ferry system.

 

The first project proposes the construction of a ferry maintenance facility on Hutchinson Island. The second project proposes the construction of a new ferry dock on the west end of River Street fronting the mixed-use Plant Riverside development. CAT has applied for, and has been awarded, a federal grant in the amount of $2,070,577 to perform the two proposed projects. The grant stipulates that CAT will obtain a local match. The City plans to meet this local match obligation by conveying part of the riverfront bulkhead and an easement for a shelter to CAT. An appraisal was procured from a well-qualified, MAI-designated appraiser and his opinion of fair market value for the 180’ of bulkhead and shelter easement is $1,130,000. After conveyance, CAT will be responsible for all maintenance and repairs to these areas.

 

Additionally, authorization is requested for the City Manager to execute all associated deeds, easements, and closing documents.
