Description This contract is for the procurement of two annual contracts for construction materials testing and environmental testing services from Whitaker Labs (primary) and Terracon (secondary) in an amount not to exceed $500,000. The construction materials testing annual contract will be used by various City of Savannah departments for construction and environmental testing. The contracts will cover six areas of testing, which include soil testing, pavement testing, structural concrete, industrial hygiene, environmental testing, and special inspections.
The primary and secondary vendors have staff with proper training and certification and both labs are certified to do the required testing. There are more than 70 different primary tests and 59 secondary, less common tests in the contract. In addition, special inspections are part of the International Building Code and the inspections must be performed by a third-party inspector. The third-party inspector cannot be hired by the contractor of record nor can the third party be the registered structural design professional. The recommendation to award the contract to Terracon and not WSP USA Env & Infra Inc., was due to WSP USA Env & Infra Inc. submitting only a partial bid, compared to Terracon submitting a full bid.
The proposers were: A pre-proposal meeting was held and five (5) vendors attended. (B) Indicates local, non-DBE-owned business. (C) Indicates non-local, DBE-owned business. (D) Indicates non-owned business. (*) Indicates partial bid.
