Description

This contract is for the procurement of 250 self-contained breathing apparatus and accessories from Ten-8 Fire & Safety, LLC in an amount not to exceed $2,535,861. The SFD will utilize this equipment to comply with NFPA Standard 1981.

 

NFPA 1981, Standard on Open-Circuit Self-Contained Breathing Apparatus (SCBA) for Emergency Services establishes the minimum respiratory protection and functional requirements for SCBA used by emergency services personnel. Changes to the standard happen for a reason; even minor revisions can mean the difference between life and death for first responders. Requirements apply to SCBA used during firefighting, rescue, hazardous materials, terrorist incident, and similar operations responders may encounter. The toxic exposure associated with firefighting is this profession’s number one cancer cause. Firefighters are exposed daily to several known and suspected carcinogens through their work; Immediately Dangerous to Life or Health Concentrations (IDLH) environments create a mixture of toxic combustion products, including liquids, gases, and particulate matter, increasing the odds by 9% for cancer or other related disease (WHO World Health Organization/IRAC International Agency for Research on Cancer). The self-contained breathing apparatus (SCBA) is essential and is used when emergency responders need a supply of breathable air to work in IDLH atmospheres that may pose an imminent danger to health and life.

 

After FY2023, Savannah Fire’s current SCBAs will not be supported or serviced by its current vendor, AVON, resulting in noncompliance with NFPA 1981. This purchase is lifesaving to our front-line personnel and the public they protect. The new SCBAs will incorporate a PASS device (personal alert safety system) into their design. These units emit distinctive, high-pitched alarm tones to help locate firefighters in distress by automatically activating if movement is not sensed for a certain length of time (typically between 15 and 30 seconds). The system can also assist in locating down or trapped firefighters using thermal imaging camera technology (TIC). 

 

Per section 2-4152 of the City’s Purchasing Ordinance, the City may purchase goods or services using a state contract. The Cooperative Contract used for this procurement is Ten-8 Fire & Safety, LLC NPPGov Contract# PS20125 for Self-Contained Breathing Apparatus Equipment and SCBA Accessories, which will expire on March 26, 2026.

A pre-proposal meeting was not conducted as this is being procured through the use of NPPGov Contract #PS20125 for SCBA Equipment and Accessories.
