Title
35. Approval of a Petition to Rename Normandy Street to East Perry Lane in Order to Avoid Potential Public Confusion with the Current Street Names.
Strategic Priority
Good Government
Description

This petition requests Normandy Street be renamed to 'East Perry Lane', from the existing East Perry Lane Street, east to the railroad tracks. Normandy Street and East Perry Lane run directly into each other with no clear distinction or location of the name change other than the fact that Normandy Street was once a dirt road and East Perry Lane is paved. Normandy Street is actively being paved due to a new development.

A parcel located off an unopen right of way referred to as “Normandy Street’, runs directly to an existing street called East Perry Lane. The street name appears to change on some maps without any geographical or traffic reference, causing confusion. Parts of the current road sometimes called “Normandy Street” are dirt, unpaved, and infrequently used by the public. This public confusion will increase as parcels located on this roadway continue to develop.

The Petitioner requests the street naming be formally updated to consistently be titled East Perry Lane. The update will prevent public confusion as East Perry Lane extends directly east towards the railroad tracks. As part of development activity on 1147 E President Street, the extension of East Perry Lane east is being improved, paved, and becoming more accessible to the public. The permanent clarification of the street name and extension will ease public confusion.

Municipal Archives completed a historical review of this petition and found the original naming ordinance for Normandy Street happened in early 1953 without a documented purpose, however, during that era, many streets were renamed, including the South American and European city names like Inverness, Edinburgh, Glasgow, and Guernsey. It appears international names were the trend for a large batch of new street names during this time. Municipal Archives research is attached.

This petition was unanimously approved by MPC’s Historic Sites and Monuments Commission and meets all the requirements of the City of Savannah Article E. “Public Property Namings” including support from the surrounding property owners.
