Description

Contract Modification No. 2 is for the Structural Engineering Services Contract with The GEL Group, Inc. in the amount of $550,000. The original contract was for the assessment of structural conditions, capacity, and code compliance of City facilities and facility prospects.  This contract also provides for design review and an on-call engineer who can respond to emergencies.  This contract supports several City projects to include Water Works Stabilization, Civic Center Legacy, Water Resources projects, Factors Walk repair projects, and various parking garage improvements.

This modification is to support the City’s ongoing needs for structural engineering services, particularly regarding condition and capacity assessments of its existing facilities (entire buildings, or portions thereof), and a number of critical City facilities requiring assessment for emergency management use. Following disaster events, structural damage assessments of City facilities with safety evaluations will be needed. There is also a need for assistance in design reviews and third-party advice during construction activities and structural design for City projects.

This contract was originally approved by the Council on October 26, 2023, in the amount of $400,000.  Modification No. 1 in the amount of $50,000 was approved by the City Manager on July 21, 2025.  The total amount of this contract to date, including this modification, is $1,000,000.
