35. ​​​Authorize the City Manager to Execute Contract Modification No. 4 for Construction Manager at Risk Services for the City Hall Restoration Phase 3 with C.E. Garbutt Construction Company in the amount of $1,700,000.  Phase Three will Include Plaster Repairs to Walls and Ceilings, Repairs to Marble Stair Slabs and Treads, Refinishing Historic Doors, Including the Entrance to the City Clerk’s Office and Refinishing the Historic Woodwork on the Stairs and within the Rotunda on the 3rd and 4th Floors of City Hall.​  (Capital Projects Management)

Description

This construction agreement is based on the Guaranteed Maximum Price (GMP) provided by C.E. Garbutt Construction Company that was developed during the Preconstruction Services portion of the contract.  Development of the GMP was based on an open book process and competitive bids were solicited from qualified subcontractors and vendors. 

 

The scope of Phase 3 of this project includes plaster repairs to walls and ceilings, repairs to marble stair slabs and treads, refinishing historic doors, including the entrance to the City Clerk’s office and refinishing the historic woodwork on the stairs and within the rotunda on the 3rd and 4th floors of City Hall. Phase I of the restoration work included the entire 1st floor Archives area to create a new interpretive/museum space for visitors to City Hall as well as Council Chambers on the 2nd floor. Phase 2 included the Bay Street entrance lobby, the rotunda (first floor), and the building’s main stairwell (between 1st and 2nd floors).  Future phases of this project (unfunded) will include exterior envelope repairs, including roofing and window replacement.   

 

The original contract with C.E. Garbutt Construction Company for Preconstruction Services in the amount of $49,569 was approved by the City Manager on May 8, 2023.  Phase 1 of this project was approved by City Council on May 23, 2024 in the amount of $2,455,103.  A Phase 1 contract amendment in the amount of $107,475 was approved by City Council on September 12, 2024.  Phase 2 of this project was approved by City Council on November 26, 2024 in the amount of $1,999,508.  The total amount of this contract including this amendment is $6,311,655.
