Description

This is Contract Modification No. 1 for Springfield Terrace Design with Ethos Preservation, LLC in the amount of $72,900.00.  This contract is for design services for the Springfield Terrace School (aka Pearl Lee Smith School) Rehabilitation Project. These services are used to complete an investigation of existing conditions, develop a detailed rehabilitation plan and designs, aid in confirmation of the contractor’s pricing, perform construction administration, and complete project closeout. The rehabilitation plan and designs will provide for flexible spaces accommodating a community gallery, meeting room for community and City activities, local history museum exhibits, art/culture incubator space for local artist residencies, and flexible City office space to support site management and temporary department housing, as needed.

 

This contract is necessary due to the Springfield Terrace School experiencing extensive damage during the ice and snow events that occurred this past winter, causing roof failure and water infiltration. The building has collapsed ceilings and large areas of roofing loss, which have left debris from structural and finish failures in every room in the building. Evidence of termite damage is also extensive. Due to the extensive damage to the building, an increased scope of assessment is required to ensure that the building is appropriately repaired and is structurally sound. Additional architectural services also are required to record, assess, and document both the existing conditions and the repair scope required to bring the building back into a habitable state.

 

Increased coordination with the structural consultant will also be necessary. The increased scope of rehabilitation work will extend the construction period by several months. The number of submittal reviews, site visits, coordination meetings, contractor RFIs, and general coordination must be increased due to the much more complex construction project and longer construction period.

 

The contract was originally approved by Council on February 13, 2025, in the amount of $252,326. The total amount of this contract to date, including this Modification No. 1, is $325,226.
