Description

Authorize the City Manager to Execute Sole Source Annual Contact for the Disposal of Biosolids with Waste Management of Georgia,Inc. – Superior Landfill in an Amount not to Exceed $3,900,000. 

Biosolids are a byproduct of the wastewater treatment process and must be managed and disposed of in accordance with all applicable federal and state environmental regulations. Proper disposal of biosolids is essential to maintaining continuous plant operations, protecting public health, safeguarding the environment, and ensuring compliance with all regulatory permits. The proposed contract includes separate disposal rates for the President Street Water Reclamation Facility (WRF) and the four regional treatment facilities due to differences in biosolids volume, handling requirements, and transportation methods. 
The disposal rate for the President Street WRF is $104.00 per ton. This rate reflects the additional costs associated with the solidification process required before landfill disposal. As the City's largest treatment facility, President Street generates substantially higher volumes of biosolids and typically transports three to five 40-yard tractor-trailer loads per day to the landfill. 
The disposal rate for the four regional treatment facilities is $32.00 per ton, inclusive of all applicable charges. Because these facilities generate significantly lower volumes of biosolids, solidification is not required. Biosolids from the regional facilities are transported by dump truck, averaging one to two loads per day for disposal. 

This is a sole source because other landfills have prohibited the City of Savannah from disposing of any bio-solids in their landfills.
