| Description This is for NightHawk User License from LeadOnline in the Amount of $60,750. Nighthawk is a multi-source digital evidence fusion platform built for law enforcement. It automatically fuses calls, texts, social media, ALPR, gunshot detection, and device extractions into one synchronized map and timeline ready to analyze in minutes vs hours/days/weeks. It allows investigators to clearly see what happened, when it happened, and who was involved and how events unfolded in real time. Nighthawk will replace the Pen-link software that wasn't fully supported by the City of Savannah IT resulting in a delay of information pertinent to solve persons/violent crimes. Pen-link did not provide the proper amount of storage space for the numerous amounts of information and data investigators obtain during in-depth criminal investigations such as Homicide and Sex Crimes. This system would often crash causing a delay in investigative processes. Nighthawk is web based with cloud storage which would eliminate storage issues. It's compatible with SPD's current technology (Cellebrite, BERLA, Flock, etc.). It's more economical as it will decrease the cost of overtime by eliminating the hours/days investigators manually review records. Its overall annual cost per user is extremely lower than Pen-link, which costs $58,480 annually for 5 users vs Nighthawk $60,750 annually for 30 users.The competitive bidding process was not utilized.This is a sole source because this being the vendor supplies this particular software and is the only vendor able to maintain the software for use.
