Authorize the City Manager to Execute a One Time Purchase of Aeration Basin Blower Replacement from TDH in an Amount not to Exceed $2,818,035.51.The Water Reclamation Department is requesting Council approval for purchase of seven (7) replacement blowers: three (3) for the President Street Water Reclamation Facility and four (4) for the Crossroads Water Reclamation Facility. The existing blowers at the President Street facility have been in continuous operation since 1994, while the blowers at the Crossroads facility have been in service since 2007. Both sets of equipment are approaching the end of their useful service life, and replacement parts have become increasingly difficult to obtain, resulting in higher maintenance costs and an increased risk of operational failure. The Water Reclamation Department currently operates 17 blowers across its five water reclamation facilities. Standardizing blower equipment under a single manufacturer allows maintenance and repair services to be performed by one qualified vendor, improves parts availability, reduces technician training requirements, and enhances maintenance efficiency by eliminating the need to coordinate service through multiple manufacturers.  The replacement blowers are critical to the biological treatment process, supplying the oxygen necessary for microorganisms to biologically stabilize and treat wastewater. Reliable blower operation is essential to maintain treatment efficiency, ensuring compliance with permit requirements, and providing uninterrupted wastewater treatment operations.

The Water Reclamation Department solicited competitive bids in accordance with the City's procurement requirements for Event 12143: Aeration Basin Blower Replacement. Although BAR submitted a bid, it did not fully comply with the bid specifications and did not provide pricing for all the equipment requested. As a result, BAR's bid was deemed non-responsive and was not considered for award. TDH Company submitted the lowest responsive and responsible bid and is recommended for award.
