29. Authorize the City Manager to Execute a Contract with Metro Elevator for the Modernization of the Liberty Street Parking Garage Elevators in the Amount of $697,345. (Capital Projects)

Description

The project is for the modernization of the two existing gearless traction elevators at the Liberty Street Parking Garage, located at 301 W. Liberty Street in Aldermanic District 2. This will be a turnkey installation to include new controllers, machines, drives, door equipment, cab interiors, and code-required two-way communication systems to meet ASME A17.1-2019. The proposed modernization incorporates environmental hardening measures designed to protect the new equipment from the corrosion, moisture, and salt-air exposure inherent to the garage's open-air coastal environment, extending equipment life and reducing long-term maintenance costs. The estimated time of completion is 34 to 40 weeks from issuance of Notice to Proceed, with the first elevator returning to service in approximately 23 to 28 weeks and the second requiring an additional 11 to 12 weeks.

The current Liberty Street Garage elevators have reached their useful life and have been out of service for an extended period of time. Multiple vendors have attempted to restore service without success, and the elevators have been deemed irreparable.

Per Section 2-4152 of the City’s Purchasing Ordinance, the City may purchase goods or services through the use of a cooperative contract. The contract used for this procurement is an Omnia Partners Cooperative Purchasing Agreement, Contract No. 159575.  This contract expires on September 30, 2028.
