Description This procurement is for an annual contract for Civil Design Engineering Services on an as-needed basis from CHA in an amount not to exceed $1,300,000. The Office of Capital Project Management and the Stormwater Management Division will primarily use these services for various City projects. The services include the preparation of design plans, specifications, cost estimates, permitting, and construction documents for projects such as street improvements, streetscapes, street lighting, stormwater projects, parks and recreation projects, and site design for City-owned facilities, such as police precincts, fire stations, neighborhood centers, parking facilities, drainage, and utilities. Active projects that plan to use this contract include the New Hampstead Temporary Public Safety Facility, Springfield Canal Drainage Improvements, and Louisville Road at West Boundary Street Roundabout.
The method used for this procurement was the Request for Proposal, which evaluates criteria in addition to the cost. Proposals were evaluated based on qualifications and experience, methodology, references, local vendor participation, DBE participation, and fee proposal. The fees were based on hourly rates of various necessary positions for the engineering services including principal engineer, senior engineers, junior engineers, landscape architect, CAD technician, and sub-consultants that may be needed. Four proposals were received in response to this RFP. Three proposals were reviewed and fully evaluated by a selection committee of City staff and one proposal was deemed non-responsive. The proposal was advertised, opened, and reviewed. Delivery: As needed. Terms: Net 30 days.
