13. Authorize the City Manager to Execute the Final Closeout Modification for the Broughton Streetscape Project with Astra Construction Company in an Amount Not to Exceed $1,250,000. The final closeout modification is needed to cover additional costs associated with unforeseen conditions. (Capital Projects)

Description

This is for the final closeout modification with Astra Construction Company for the Broughton Streetscapes Project in an amount not to exceed $1,250,000. The original contract included new brick paver sidewalks, brick paver parking, brick paver crosswalks, granite curbing, lighting, landscaping, hardscapes, bike racks, benches, Americans with Disability Act (ADA) accessible sidewalk ramps, creating a festival zone between Whitaker and Drayton Streets, and infrastructure improvements to the potable water distribution system and stormwater drainage systems. Phase 1 of this project ran from MLK, Jr. Boulevard through Drayton Street.

 

Broughton Street has been paved for decades and accurate records of underground utilities were not available in all areas. Prior to this project, the underground infrastructure below Broughton Street remained relatively untouched (including water, sewer, storm drainage, cable, fiber optics, gas, and power lines). The design of the streetscape improvements was based on the records available. Unforeseen challenges were encountered on this project such as unknown underground pipes/utilities, utilities in a different size or location, unknown substantially large Georgia Power duct banks, and unknown underground cisterns. As with any construction project, these challenges seriously affected the project’s overall schedule and added unforeseen costs.

 

This contract modification is needed to cover additional costs associated with these unforeseen conditions including the following:

•  Changes to the storm drainage in the Montgomery Street intersection to tunnel drainage under the existing Georgia Power duct bank
•  Modifications to the utilities in several of the intersections to accommodate existing utilities of different sizes and locations that caused utility conflicts
•  Discovery of underground basements that protruded out into the right-of-way under the sidewalks caused the need for a thin-set brick paver that could be put on top of the basement
•  Unknown underground cisterns and storage tanks that had to be documented and addressed according to EPD requirements
•  Suspension of construction activities for five weeks between Thanksgiving 2021 and New Year’s Day 2022

 

The original contract was approved by City Council on December 5, 2019, in the amount of $11,208,888. Modification no. 1 was approved by City Council on May 12, 2022, in the amount of $871,507 to replace the existing deteriorated 12-inch water main. This final project close-out amendment is in the amount not to exceed $1,250,000. The total contract amount to date including all modifications is $13,330,395.
