​​This is to procure the design replacement for the Fell Street Pump Station and Outfall from EMC Engineering in the amount not to exceed $732,655.00.  The Stormwater Management Division requests the replacement of the Fell Street Pump Station outfall and a conceptual design of a replacement pump station.   


 
The Fell Street Drainage Basin is located in the northwest corner of the City and covers an area of approximately 1050 acres of industrial, commercial, and low-income residential development.  The basin was originally drained by a combined storm sewer box culvert that was constructed in 1916.  The Fell Street Pump Station was constructed in the 1960s, with improvements in 1977, 1986, and 2004.  The 50-year-old pump station is undersized and in a deteriorated condition.  The original storm sewer box culvert serves as the pump station outfall.  This 100-year-old structure is undersized and in a highly deteriorated condition.   


 
This project will be designed and constructed in two phases.  The first phase will be to develop 100% construction drawings to replace the existing 10’x6’ box culvert outfall with a new 20 ft wide sheet pile outfall channel.  The new outfall channel will follow the existing box culvert alignment between the pump station and the Savannah River.  Replacement of the highly deteriorated outfall is our top priority.  The second phase of the project will be to gather topographic and geotechnical data in order to develop a conceptual design of a replacement pump station and determine the route for upsized culverts to convey water to the station.

This project is funded by SPLOST VI.
