Recommend approval to renew an annual lease agreement for a license plate reader camera system with Flock Group, Inc. (Atlanta, GA) in the amount of $32,000. The Savannah Police Department will use the camera system to deter and detect criminal activity by analyzing license plate information as over 70% of all crimes involve vehicles. The vendor will be responsible for maintaining 16 leased cameras throughout the City and for providing the police department with actual data from the Flock system. 

The system is capable of capturing vehicles traveling up to 75 miles per hour from up to 75 feet away even in low light conditions. The cameras use solar and battery power while leveraging cellular communications for data and captured footage is stored in the cloud allowing for access across all digital platforms. This will allow police access to data from the system even when they are not physically at the given location.  Flock cameras have assisted the Savannah Police Department in 277 investigations.

Per Section 2-4154 of the City’s purchasing ordinance, the City may purchase goods or services using a competitively bid contract from other governmental agencies. The contract used for this procurement is a Chatham County contract for Flock safety cameras (Contract # 782091134). It was competitively bid by Chatham County and awarded to Flock Group, Inc. This contract will expire June 11, 2022.

This contract was originally approved by Council on June 11, 2020 in the amount of $32,000.
