15. Authorize the City Manager to Execute a Contract Modification for a Pilot Odor Control System from PureAir Filtration, LLC in an Amount Not to Exceed $80,000. This system will address the recurring issues associated with the President Street Water Reclamation Plant, reducing the moisture content of the bio-solids disposed at landfills in addition to air regulations imposed by EPA. Description

​​This is for contract modification no. 1 for a Pilot Odor Control System from PureAir Filtration, LLC in an amount not to exceed $80,000. The purpose of this increase is to purchase the exhaust modification. The exhaust stacks will be modified, as per the engineering consultant’s short-term recommendation, and reconfigure the carbon adsorber exhaust stack from a top hat configuration to a vertical, no-loss stack to enhance dispersion. 

 

There was a trial period of April through July 2023 for this pilot system. It was then determined that the unit did not function as designed. Therefore, PureAir Filtration, LLC identified and corrected the problem by incorporating one of the consultant’s recommendations of stratifying the media in the carbon adsorber with activated carbon media at the base and potassium permanganate alumina at the top. ​This pilot system exhaust modification will address the recurring issues associated with the President Street Water Reclamation Plant’s bio-solids dryer. The three-year-old dryer was built as a result of EPA landfill regulations mandating that the City and other wastewater treatment plants in the area reduce the moisture content of the bio-solids disposed at landfills, in addition to imposed air regulations. 

 

​This contract was originally approved by Council on November 14, 2022, in the amount of $160,180. The total amount of this contract to date, including the modification, is $240,180. ​Delivery: As needed.  Terms: Net 30 days.

​S.S. PureAir Filtration, LLC (Norcross, GA)(D) $80,000 

​A pre-bid conference was not conducted as this is a sole source procurement. (D) indicates non-local, non-DBE-owned business.
