Description

This contract is to procure a turning target system (Action Target D-Taps) and ballistic protective knee wall from Action Target Inc., in the amount of $166,213. The Savannah Police Department will utilize this system to safely train officers in dynamic settings, preparing them for real-world encounters. D-Taps turn 180 degrees to present each side of a target for teaching threat/no threat identification. These targets turn in two-tenths of a second so trainees are not able to anticipate which face will be presented. By controlling range lighting, as well as the target's exposure, threat level, and position, SPD can properly train officers to engage and identify the threat, which will decrease reaction and decision-making time in the field.

 

This system is currently used at the Goergia Peace Officers Standards and Training (GA POST) academy. When available, SPD currently uses neighboring police departments' turning targets to give new police officer recruits experience with this type of target system before encountering it in the academy. This will enhance officer training and proficiency within the entire department. 

 

Per section 2-4152 of the City’s Purchasing Ordinance, the City may purchase goods or services using a cooperative contract. The General Service Administration contract used for this procurement is Action Target, Inc., contract# GSA GS07F0482Y for Law Enforcement and Security Equipment Supplies and Services, which expires on July 17, 2027. Terms: Net 30 days.
