26. Motion to Authorize the City Manager to Execute a Construction Contract with Johnson-Laux Construction, LLC for Summerside Park in the amount of $162,927.01 (Event No. 7381)

Description

Recommend approval to award a construction contract for Summerside Park to Johnson-Laux Construction, LLC in the amount of $162,927.01.  This project will be used by the Office of Capital Projects Management for the construction of Summerside Park located on Clinch Street, adjacent to DeRenne Middle School.  The new park will include a shelter benches, water fountain, a parking lot with handicap parking, park sign, and a playground.  In addition to installing the amenities, work includes grading, concrete work, utility work for the water line, and a fence along the back side of the property.

The State of Georgia’s job order contractor will be used to perform this project to meet time constraints and City ordinance requirements. The State of Georgia’s job order contract is considered a convenience contract that is available for use by all State, City, and County public entities. The purpose of this contract is to provide multi-traded general construction services to accomplish small to medium sized projects for repair, alteration, modernization, rehabilitation, and minor new construction to infrastructure, buildings, structures, or other real property. The State of Georgia used a competitive bidding procedure to select Johnson-Laux Construction to serve as the sole provider of these services for this region. This Georgia State contract was awarded with a contract term of July 21, 2017 through July 20, 2020.

The Office of Business Opportunity coordinated with the State Contractor, Johnson-Laux Construction and established a 20% LDBE goal.  The contractor has a 10% prime participation and a 11% sub-contractor using E&D Contracting.
