Description

Recommend approval to award an annual contract for the Continuum of Care (CoC) Grants Program to the Chatham-Savannah Authority for the Homeless for $97,720.00. 

The CoC Grants Program supports the tenant-based rental assistance program known as City 54. This award is divided into two parts:

1.) Community Development Block Grant funds in the amount of $78,110.00 to fund the coordination of supportive services and ensure eligibility of low and moderate income persons living with substance abuse and mental health diagnosis

2.) CoC funds in the amount of $19,610.00 for general administration and operating expenses for the CoC supportive housing program, which provides $653,496.00 for tenant-based subsidies.  While notifications were sent to all known suppliers, only one proposal was received.

The method of procurement used was the request for proposal (RFP), which evaluates criteria. This contract is grant-based so cost was not evaluated. The criteria evaluated for this RFP were the firm’s qualifications and capabilities, organization and program experience with HUD’s “Housing First Approach,” being a Chatham-Savannah Homeless CoC member, and local vendor participation.
