Description

The petitioner, Wesley Dixon, on behalf of property owner, Hal Jenkins, is requesting approval of a Special Use Permit to establish a “vehicle sale, rental and leasing” use at 2301 Montgomery Street (PIN 20073 14004).  The petition was continued from the October 12 Planning Commission meeting to allow the petitioner to address concerns raised about the use. During the Planning Commssion meeting on November 2, the petitioner was able to address the issues with the Special Use Permit through the use of conditions as outlined in the approval section of the agenda.

The subject parcel is .08 acres, approximately 3,484 SF, and is a corner lot. It includes a one-story structure with an attached carport, detached carport, and shed. The remaining portion of the parcel is a concrete surface and includes eight off-street parking spaces accessible from Montgomery Street. The property is across the street from residential properties on Montgomery Street and abuts a residential structure. It is across the street from Wells Park. It was most recently a car washing establishment.

The parcel is in the TC-2 zoning district which was established to ensure the vibrancy of historic mixed-use neighborhoods with traditional development patterns characteristic of Savannah during the streetcar and early automobile eras. The district provides for the creation of commercial corridors along higher classifications of streets that traverse historic neighborhoods.

 

 

Recommendation

The Planning Commission recommends approval of the Special Use Permit for Wesley Dixon on behalf of property owner Hal Jenkins for a Special Use Permit to establish a “vehicle sale, rentals and leasing” use at 2301 Montgomery Street (PIN 20073 14004) under the following conditions:

  • If the planters, placed within City right-of-way are to remain, an approved right-of-way encroachment permit will need to be acquired;
  • If parking is provided on-site, an ADA parking space will need to be provided;
  • The traffic circulation striping directly in from the building will need to be removed;
  • If any site work other than striping or routine maintenance is done to the parking lot, the latest site plan ordinance will apply to the site;
  • The property shall have no more than six (6) display cars located within the six (6) tandem parking spaces;
  • There shall be one (1) off-street parking space designated for an employee, and one (1) off-street parking space designated for a customer;
  • There shall be no vehicular repairs conducted on-site;
  • The hours of operation for the use shall be Monday through Friday, 10:00 a.m. to 6:00 p.m.**;
  • The Special Use permit, if approved shall not be transferrable.

** The City Manager is recommending that the hours of operation be Monday through Saturday, 10:00 a.m. to 5:00 p.m.
