38. An Intergovernmental Agreement Between Chatham County, City of Savannah, and City of Pooler for the De-annexation of Property within the City Limits of Pooler and Savannah and Swap Each Jurisdiction’s De-annexed Property with the Properties being Annexed into the Other Jurisdiction. After the swap of properties, both municipalities would re-annex said swapped property back into each of their respective jurisdictions.

Description

As outlined in the March 1, 2024, Chatham County Commissioner’s agenda, three churches, the Roman Catholic Diocese of Savannah (Diocese), Church at Godley Station, Inc. (CGS), and the Georgia-Cumberland Association of Seventh Day Adventist, Inc. are within the corporate boundary of the City of Savannah. Additionally, Landmark 24 Homes of Savannah, LLC (Landmark) owns or is under contract to purchase certain tracts and parcels of land in the corporated boundaries of the City of Pooler. The cities of Savannah and Pooler wish to swap these properties into their respective city limits. To do so, the properties must be de-annexed from their current municipal location and then annexed by the other jurisdiction.

 

The cities of Savannah and Pooler have reached an intergovernmental agreement pertaining to de-annexation of the aforementioned church properties and the Landmark property. The municipalities will swap properties to facilitate the efficient use of utilities and other governmental services. This swap should be supported by the County, as all the property already annexed by the municipalities. The County approved the municipality land swaps to spur the economic development of properties and more efficient use of utilities and governmental services as between two municipalities.

Recommendation

Approve the Intergovernmental Agreement between Chatham County, City of Savannah and City of Pooler for de-annexation of property within city limits of Savannah and Pooler, and swap each jurisdiction’s de-annexed property with the properties being annexed into the other jurisdiction. After the swap of properties, both municipalities would re-annex said swapped property back into each of their respective jurisdictions. The action will support economic development of properties and more efficient use of utilities and governmental services between two municipalities.
