Recommend approval to renew an annual contract for conservation services to Landmark Preservation, LLC (primary) and Savannah Construction and Preservation (secondary) in an amount not to exceed $300,000.00. These services will be used by the City Cemeteries Division to rehabilitate damaged historic structures located throughout the municipal cemeteries.

Proposals were originally received on June 20, 2017.  This contract was originally approved by Council on October 12, 2017 in an amount not to exceed $250,000.00.  Contract Modification No. 1 increasing this contract $50,000.00 was approved by Council on July 5, 2018.  This is the first of four renewal options available.

The method used for this procurement was the request for proposals (RFP) which evaluates criteria in addition to cost.  The criteria evaluated for the RFP were qualifications and experience, MWBE participation, and fees.

The MWBE goal for this project was 27% (9% MBE and 18% WBE). The recommended primary contractor did not submit MWBE participation for this contract. The recommended secondary contractor submitted participation in the amount of 100%, with 9% MBE using Economy Masonry (Savannah, GA) ^(A) and 91% WBE participation using Savannah Construction and Preservation (Savannah, GA) ^(E).

The contract term shall be from January 31, 2019 through December 31, 2019.
