Description

The petition from Jim Gerard (Agent) on behalf of Atlantic Marine Warehouse Company (Owner) is requesting to rezone approximately 10.26 acres located on Corvair Avenue (PIN 20635 04007) from the RSF-6 (Single Family Residential-6) zoning district to the I-L (Light Industrial) zoning district with the condition that the development of the subject property include maintaining the existing 2.5 acres buffer highlighted in attached Exhibit 2. 

The subject property is an undeveloped parcel east of the northern terminus of Corvair Avenue. The current owner operates Atlantic Marine Warehouse Company on the adjacent parcel which is a warehousing and distribution center with rail access.

Based on historical imagery, the subject property has been cleared since the 1970s. Approximately 2.5 acres of mature trees and understory exist along the eastern property line of the 10.26-acre site. This buffer has served to protect residential areas from the impacts associated with industrial uses and the rail line that abuts this lot. A condition of the rezoning is to maintain the buffer.

The subject property abuts both industrial and heavy commercial uses and is accessed primarily by rail. The viability of the site for single family residential uses is negligible. However, the area north and east of the subject property serves as an undisturbed buffer against the nearest cluster of residential homes. Rezoning the property for industrial use is consistent with the development pattern in the area and, if properly buffered and maintained, negative impacts on other property could be minimized.

Recommendation

On November 24, 2020, the Planning Commission recommended approval of the petition from Jim Gerard (Agent) on behalf of Atlantic Marine Warehouse Company (Owner) to rezone approximately 10.26 acres located on Corvair Avenue (PIN 20635 04007) from the RSF-6 (Single Family Residential-6) zoning district to the I-L (Light Industrial) zoning district with the following condition:   The development of the subject property shall include maintaining the existing buffer highlighted in attached Exhibit 2.
