17. Motion to Renew Annual Contract with Layer 3 Communications for Network Maintenance, Purchases, and Security (Event No. 3886)

Description

Recommend approval to renew an annual contract for network maintenance and purchases with Layer 3 Communications in the estimated amount of $811,528.00.  This contract is used by the Department of Information Technology for hardware and software maintenance on designated equipment from Juniper, Aruba, and Palo Alto Networks.  This contract is integral to the operations of the Data Center and all network locations, as well as indoor wireless capabilities at designated City facilities.  The contract also includes equipment procurement and implementation services for 2019 projects.  Pricing is based on projected needs for the upcoming year.  The amount of this contract has also increased significantly due to necessary security measures that had to be implemented due to the malware attack the City suffered in February of 2018.

The method used for this procurement was the request for proposal (RFP), which evaluates criteria in addition to cost.  Proposals were evaluated on the basis of qualifications and experience, scope and requirements, fees, references, MWBE participation, and local vendor participation.

Proposals were originally received on February 2, 2016.  This contract was originally approved by Council on February 18, 2016.  This is the final renewal options available.  

The contract term shall be from February 14, 2019 through December 31, 2019.
