Recommend approval to renew an annual contract for drug and substance abuse education with Coslick Recovery Group, LLC in the estimated amount of $61,160.00.

This contract is used by WorkSource Coastal for drug and substance abuse education for youth, drug testing, guidance counseling, performance evaluations, and staff workshop sessions.  This renewal also includes additional individual and group counseling sessions; parental involvement sessions are included to meet the new demands associated with increased enrollment.

The method of procurement used was the request for proposal (RFP), which evaluates criteria in addition to cost.  The criteria evaluated for this RFP were qualifications and experience, service capabilities, reporting capabilities, local vendor participation, and fees.

This proposal was advertised, opened, and reviewed.  Proposals were originally received on December 15, 2015.  Notifications were sent to all known vendors and one response was received.  This contract was originally approved by Council on February 4, 2016 in an amount not to exceed $25,160.00.  A contract modification was approved by Council on January 4, 2018 bringing the amount of this contract to $61,160.00.  This is the second of two renewal options.

The contract term shall be from February 14, 2019 through December 31, 2019.
