30. Motion to Dedicate the Belford Boulevard Right of Way and Property that Includes a Water Supply Well and two Waste Water Lift Stations (Major Subdivision)

Description

Recommend approval of a Major Subdivision located near the intersection of Bush Road and Highway 204 in Aldermanic District 5.  In mid-2005 an agreement was established with William Grainger relative to a residential development along Highway 204 and just west of Bush Road. The development included a Well and two Lift Stations along with both water and sewer infrastructure connecting the Well and Lift Stations to the City’s primary distribution and collection systems.  The final plat was never recorded due to the recession thus the public rights-of-way and properties on which the Well and two Lift Stations were constructed were never turned over to the City.  This request is to accept for City ownership, operation and maintenance the areas described in the attached plat.  The Property Identification Numbers (PIN) for this parcel are 2-1037-01-002, 2-1037-01-004, 2-1037-01-005 2-1037-01-006, 2-1037-01-007, 2-1037-01-008, 2-1037-01-009, 2-1037-01-010, 2-1037-01-011, 2-1037-01-012.

In the 2005 agreement was established with William Grainger relative to a residential development along Highway 204 and just west of Bush Road.  The development included a Well and two Lift Stations along with both water and sewer infrastructure connecting the Well and Lift Stations to the City’s primary distribution and collection systems.  Mr. Grainger had an understanding with Canoochee Electrical Cooperative (electrical service provider for that area) to supply underground electrical power throughout the development.  When the recession began, Canoochee would not honor their commitment to Mr. Grainger and Mr. Grainger would not allow the power to be installed overhead.  As there was no power throughout the development, the final plat could not be recorded, thus the public rights-of-way and properties on which the Well and two Lift Stations were constructed were never turned over to the City.  As a result, the City owns the constructed Well, Lift Stations, Distribution, and Collection infrastructure, but not the property on which they exist.  The development has been sold and the new owners and Canoochee have reached an understanding. Canoochee is currently installing the electrical service and the rights-of-way and properties can now be dedicated to the City.  This request is to accept for City ownership, operation and maintenance the areas described in the attached plat.
