18. Authorize the City Manager to Execute a Contract for One Fire Apparatus and One Emergency Support Fire Apparatus with Sutphen Corporation in the Amount of $1,500,000. The fire apparatuses will help Savannah Fire support the City of Savannah’s Strategic Initiatives to ensure that citizens feel safe in their neighborhoods.

Description

Recommend approval to procure one fire apparatus for $750,000 and one emergency support rehabilitation apparatus for $750,000 from Sutphen Corporation in the total amount of $1,500,000. Both apparatuses will replace existing apparatuses currently at their end of service life.

The fire apparatuses will help Savannah Fire support the City of Savannah’s Strategic Initiatives to ensure that citizens feel safe in their neighborhoods. It also helps Vehicle Maintenance standardize its fleet, which streamlines preventive maintenance, allows technicians to be trained on a specific apparatus, enables stocking of parts, and reduces downtime. The primary purpose of a fire apparatus includes transporting firefighters and water to an incident within 4 minutes and 20 seconds and carrying equipment for a wide range of firefighting and rescue tasks. These tasks involve firefighting operations, hazardous material, and technical rescue. Features of fire apparatuses include the ability to move through rough terrains, large water capacity, a foam tank, a high-capacity pump, and water/foam monitors with reasonable reach distance. These fire apparatuses will be designed to limit potential contaminants from the crew area, reducing a firefighter’s chances of developing cancer. The rehabilitation unit is a critical part of emergency incident management and crucial to providing a standard every time and ensuring firefighters can continue to function on scenes safely. This rehabilitation unit has cooling and heating (climate relative) equipment for personnel, a mobile self-contained breathing apparatus (SCBA) refill system, SCBA spare bottle storage, a large generator, and a floodlight tower to illuminate emergency scenes for night operations. It has large deployable mechanical awnings attached to the apparatus to provide shelter to personnel during inclement weather events.

The funding for the apparatuses is identified within the 2021 vehicle replacement fund of $1.5 million proposed. Fire apparatuses are typically ordered in the prior year to be delivered in the replacement year set by the Fleet Services Department. However, in this case, due to production setbacks from COVID-19, the fire apparatuses ordered now will be delivered 14-16 months from the date of an issued PO number from the City of Savannah to the vendor. The expected arrival date is late 2022 or early 2023. As per the vendor sales agreement, no payments will be required by the City of Savannah until the delivery of the apparatus.
