Description

The petition of Ellen Harris from Ethos Preservation on behalf of Heath Shelton is to rezone the 0.26-acre parcel located at Williams Street (PIN 20084 05003) between Victory Drive and Kerry Street from B-N (Neighborhood Business) to TC-1 (Traditional Commercial-1).

 

The subject parcel abuts 2818 Bee Road—currently under development as townhomes—and is owned by the same property owner. In 2020, Council approved the rezoning of 2818 Bee Road from B-N (Neighborhood Business) and B-C (Community Business) to TC-1 (Traditional Commercial-1). If approved, the owner will be developing additional housing.

 

The TC-1 district is established to ensure the vibrancy of historic mixed-use neighborhoods with traditional development patterns characteristic of Savannah during the streetcar and early automobile eras. The district provides for commercial areas that are developed at a mass and scale, harmoniously with nearby residential neighborhoods.

 

TC-1 development standards are urban in nature, establishing uniform setbacks, density and height requirements, and allowing for a range of residential uses and neighborhood-scale services. The historic development pattern on Williams Street and East Victory Drive has been that of mixed-use, neighborhood-scale development making the TC-1 zoning classification appropriate for the subject site.

Recommendation
On March 1, 2022, the Planning Commission recommended approval of the petition from Ellen Harris of Ethos Preservation on behalf of Heath Shelton to rezone the 0.26-acre parcel located at Williams Street (PIN 20084 05003) between Victory Drive and Kerry Street from B-N (Neighborhood Business) to TC-1 (Traditional Commercial-1). The City is recommending these additional conditions be added:
  1. Residential shall be included on each parcel and
  2. The property shall revert back to the BN zoning classification if a building permit is not secured within 24 months.
