Recommend approval to award contract for Lift Station 28 Force Main Extension to Southern Champion Construction, Inc. in the amount of $2,229,360.00.  The project includes:

• Installation of approximately 4,850 linear feet of 10-inch forcemain using direct bury, directional drill (under trees and GA DOT roads), and jack and bore (under RR tracks) installation methods.
• The forcemain extension will start on Albion Street, south of the Norfolk Southern railroad crossing and continue through the Woodville/Bartow neighborhood to discharge into an existing 18 inch sanitary sewer gravity manhole along Augusta Avenue, east of I-516.
• Sanitary sewer service will not be disrupted during the project.

The project scope was amended by adding an additional 2,900 linear feet of forcemain.  This additional distance allowed for the elimination of a proposed sanitary sewer gravity project.

Three bids were received for the project, and Southern Champion Construction, Inc. was the low bidder.  The low bid was above the Engineer’s Estimate of Probable Construction Cost due to increased construction material and labor costs.

This project will eliminate sanitary sewer surcharging in the area and allow pump station 28 to operate at full capacity. 

An 18% DBE goal was established for this event.  The recommended bidder submitted participation in the amount of 18% using D&C Directional Boring (10.5%) and Frankie Thompson Enterprises, Inc. (7.5%).
