Description

The petition is for a Special Use Permit for 1501 East Broad Street (PIN 20053 28001) to establish a parking facility for Hearse Tours Inc. Tour vehicles will be parked inside of the one-story commercial structure. The parcel is located in the TC-1 (Traditional Commercial-1) zoning district which was established to ensure the vibrancy of historic mixed-use neighborhoods with traditional development patterns characteristic of Savannah during the streetcar and early automobile eras. The district provides for commercial areas that are developed at a mass and scale harmonious with nearby residential neighborhoods. For the TC-1 zoning district, the parking facility use requires a special use permit. If approved, Code Compliance would address any enforcement issues.

 

The subject property is located on the southwest corner of East Broad Street and 31st Street within the Streetcar Historic District. The building was last used as a storage warehouse and is currently unoccupied. The petitioner will be repairing the historically contributing building to park tour vehicles which are hearses. No tours will be staging from the property. The petitioner's employees will continue to park at 1410 East Broad Street which serves as the current parking facility for the business. The use and location are compatible with the character and scale of the adjacent neighborhoods and is located along a corridor that offers a range of commercial and institutional uses.

Recommendation

The Planning Commission recommended approval of the Special Use Permit at 1501 East Broad Street (20053 28001) for a parking facility under the following conditions:

  • The Special Use Permit shall be nontransferable; and
  • No vehicular cleaning (washing) and/or repairs shall be allowed on the premises.
