This construction contract with Rowe Construction is for structural repairs at the historic Grayson Stadium in the amount of $686,000.

Structural inspections at the historic Grayson Stadium identified significant deterioration of the concrete beneath the grandstands, including concrete spalling, exposed and corroded reinforcing steel, and structural cracking. The project will address these deficiencies through concrete spall and crack repairs and structural steel reinforcement to restore the structural integrity of the grandstands and ensure the structure can safely support continued use. 

A State of Georgia contract will be used to meet the project’s schedule requirements and City ordinance requirements. This is a convenience contract available for use by state and local public entities for small to medium-sized construction projects, including repairs, alterations, modernization, rehabilitation, renovation, and minor new construction.

​Per Section 2-4154 of the City’s Purchasing Ordinance, the City may purchase goods or services through the use of a state contract. The contract used for this procurement is a State of Georgia contract for Indefinite Quantity Construction (Contract #99999-SPD-S20260602-0026). It was competitively bid by the State of Georgia and expires on June 2, 2027.

Recommend approval to authorize the City Manager to execute a contract with Rowe Construction through a "piggybacking agreement " on the Georgia State contract for structural repairs at historic Grayson Stadium in the amount of $686,000.
