The Airport Commission issued Request for Proposals (RFP) 2026-0019 to solicit qualified contractors to furnish all labor, supervision, transportation, and related services necessary to install approximately 1,400 cubic yards of pine bark mulch throughout airport grounds.The RFP was publicly advertised from June 22 through July 24, 2026. A total of six (6) proposals were received. Upon review, one (1) proposal was determined to be non-responsive. Bella Mulch of Hardeeville, Georgia, submitted the lowest responsive bid with a three-year initial term cost of $184,380, with year four at $62,860 and year five at $64,260.

The proposed contract will be awarded for an initial term of three (3) years, with the option for the airport to exercise two (2) additional one-year renewal terms, subject to satisfactory contractor performance, funding availability, and mutual agreement of the parties. The total potential contract term shall not exceed five (5) years.
