Description
This is an annual renewal for Vision Insurance with The Standard Insurance Company in an Amount not to exceed $216,101.00.
The City of Savannah makes available to eligible employees and dependents access to voluntary vision insurance coverage. The City's employee benefits consultant, USI Insurance Services marketed to ten vision carriers of which Cigna, Guardian, MetLife, SunLife Financial, and the Standard submitted proposals and five carriers declined to quote. USI requested proposals with a match of current benefits and an alternate plan design that would increase the allowance for frames and contacts from $200 to $250 per member.
The estimated premium is to be paid 100% by those members who are enrolled in the vision insurance coverage. There is no cost to the city for this service. The policy will be effective from January 1, 2027, through December 31, 2027. The contract offers a 1-year rate guarantee. The difference in rates are listed below:

Recommendation: Award The Standard as the vision carrier for the City of Savannah. The Standard provides access to a better network such as the Georgia Eye Institute, quoted the least amount in premiums for the alternate plan design of increasing the allowance for frames and glasses to $250, and would limit disruption in network service to current members.
