Description

Authorize the City Manager to Execute an Increase of Purchase Order 206286 with Rostan Solutions, LLC (Rostan) by $45,000, from the Currently Authorized Not to Exceed Amount of $49,995 to a Revised Not to Exceed Amount of $94,995 on an Hourly Time and Materials Basis and Rate Schedule.
 

The City issued Purchase Order 206286 to Rostan in August 2025 to provide technical and grant- development support for the City's pursuit of Hazard Mitigation Grant Program (HMGP) funding for four projects: (1) the Springfield Canal/West Savannah Flood Mitigation Project to replace BRIC; (2) Fell Street Pump Station; (3) Comprehensive Citywide Stormwater Master Plan; and (4) Casey/Habersham Stormwater Tunnel. The original purchase order supported the City's pursuit of approximately $190.8 million in potential HMGP funding, including approximately $97.9 million for the Springfield Canal/West Savannah project and $85.2 million for the Casey/Habersham Stormwater Tunnel.  
 

The Stormwater Master Plan HMGP package for $2.59 million has been designated for FEMA Planning Funding with the City being made aware of an award of the masterplan grant on September 3, 2026.  The Fell Street Pump Station HMGP package has been withdrawn due to ongoing design issues leaving two HMGP packages pending - Casey/Habersham Stormwater Tunnel HMGP and the Springfield Canal/West Savannah HMGP.  The requested $45,000 increase will provide continued technical support for the two active HMGP applications.  Specifically, the Rostan budget increase up to $35,000 will support the Casey/Habersham Stormwater Tunnel application consisting of hydrologic and hydraulic modeling, benefit-cost analysis, project cost documentation, environmental review, agency coordination, and responses to GEMA and FEMA requests for information (RFIs) and up to $10,000 will support the Springfield Canal/West Savannah application through supplemental technical assistance and responses to anticipated GEMA and FEMA RFIs.  GEMA staff have advised the City staff that the $97.9 million Springfield Canal/West Savannah HMGP application and the $85.2 million Casey/Habersham application both remain under review and continue to be strong candidates for future FEMA funding consideration. Maintaining technical support through Rostan during the ongoing GEMA and FEMA review processes will ensure that the City’s HMGP packages remain competitive as the City pursues these substantial federal grant funding opportunities.
