Earlier this year, the City ended its contract with consultant Jones Lang LaSalle (JLL), which was overseeing project management of the new Arena development. To ensure the project remained on schedule, the City accessed an existing contract with Arnge Consulting, which had been primarily used for water, sewer and capital project planning services. That contract has a limit of 150 hours of service per year.
To continue project management services through the end of the Arena development, and allow for continued water and sewer planning services, staff recommends amending the existing contract to allow for payments to Arnge Consulting up to $175,000. This funding is included within the Arena Project Budget, and is nearly $800,000 less than what the City anticipated paying the previous project management consultant.
This is a sole source contract, as the principal of Arnge Consulting is the longtime former senior director of the City’s Water Resources and Public Works Department, and has worked extensively on City infrastructure projects throughout Savannah, and in particular around the Arena site. This experience has been a benefit as the City coordinates development of the arena with improvements to surrounding roadways, water and sewer infrastructure and the Springfield Canal.
